16 - 0.25(16) = 16 - 4 = 12 hrs <=

16 × 0.25 = 4
16 - 4 = 12
So therefore, 3-6 year old aneed 12 hours of sleep.

Or you could solve it this way:
100 - 0.25 = 0.75
16 × 0.75 = 12

Either of the two ways you would get 12
