Given:

[tex]\frac{-2}{3}(x-7)=\frac{1}{6}(x+1)-3[/tex]

Solving it,

[tex]\begin{gathered} \frac{-2}{3}x+\frac{14}{3}=\frac{x}{6}+\frac{1}{6}-3 \\ \end{gathered}[/tex]

Solving further,

[tex]\begin{gathered} \frac{-2}{3}x-\frac{x}{6}=\frac{1}{6}-3-\frac{14}{3} \\ \frac{-4x-x}{6}=\frac{1-18-28}{6} \\ \frac{-5x}{6}=\frac{-45}{6} \\ -5x=-45 \\ x=\frac{45}{5} \\ x=9 \end{gathered}[/tex]

Therefore, the value of x = 9
