how can I right this in slope intercept form -7x+y=-19

slope intercept form is always y=mx+b, m is = to the  slope, and b is = to the y intercept, so u need to get the x on the right side. 
-7x+y=-19
+7x       +7x
y=7x-19  
and there u go, y=7x-19
